Why the Zeteo Project?
Zeteo exists to give a future and a hope to children in the Philippines who have been rescued at 1-3 years of age.
These precious children have come from unthinkable situations. They were sold and sex trafficked. They were neglected for weeks, months, even years. Some have survived attempted murders, been used as products, and many are imprinted with prenatal trauma.
THE PLAN
Phase One Requirement: $850,000

Site acquisition and essential upgrades
Requirement: $850,000
An initial $500,000 will be used to cover repairs on existing facilities, all essentials for move-in, and infrastructure, including electricity and septic systems (exact costs are still being finalized). Costs include $350K for purchasing a beautiful 1.2-hectare (3-acre) parcel previously operated as a children’s camp and originally designed by a talented architect. The contract has been signed, and adjacent land may also be acquired in the future. This phase is urgent because relocating the Zeteo shelter home:
• Provides a needed safe and holistic environment for little ones recovering from trauma
• Places the shelter nearer to quality hospitals, essential for the special needs of our kids
• Enables collaboration with a much friendlier local government
• Allows for hiring competent staff, addressing a critical need for project longevity
Phase Two
Facilities construction
Requirement: $600,000
Phase Two involves constructing compliant facilities to secure an adoption license from the Department of Social Welfare and Development (DSWD), including training facilities.
We aim to participate actively in shaping healthy adoption processes in the Philippines. This phase will build a facility accommodating potential family visits and aligns INfire’s strengths with Kate, Zeteo’s lead.
It will facilitate training for leaders, social workers, teachers, and church volunteers across all 18 regions of the Philippines.
Phase Two strategically allows us to:
• Expand rescue capacity to 30 children
• Grow and strengthen a robust staff-family
• Offer training accessibility for future leaders in Trust-Based Relational Intervention (TBRI)
• Equip leaders to address issues facing at-risk infants
• Begin extension into other regions and influence policy.
• Provide government-approved accommodations for adoption programs
• Establish dedicated diagnostic and therapeutic spaces
Phase Three
Business development
Requirements: $800,000
Phase Three focuses on developing a business component designed to capacitate locally sustainable transformative justice leaders working with high-risk children while helping them clarify their vision and mission. This is the core mission of INfire. Plans include a guest house along the river, featuring a restaurant and coffee shop near the popular local attraction, Amadeo Waterfall. Ideally, this would be managed by a values-aligned third-party business partner.
This phase aims to:
• Generate income for sustainability
• Provide guest rooms for visiting teams, short-term trainees
• Offer meal services, reducing the burden on child-focused staff
• Become a tourist destination
• Host camps for at-risk children
• Create safe spaces for local community engagement
